Terms and conditions apply to all Blue Light Card offers. You need to check the VM ones. They will almost certainly only apply to brand new customers.

Yes! Virgin Media is pleased to offer a blue light discount for eligible individuals. All NHS staff, emergency services, and armed forces personnel can enjoy a discount on Virgin Fibre home broadband and phone services. To access this discount, simply provide proof of your employment during the application process.
I seem to recall that Blue Light discounts are for new customers only, if that's still the case I would suggest playing hard ball with retentions.
Checking on the Blue Light website for VM offers proved very difficult, however I did find the following page https://www.bluelightcard.co.uk/company?cid=3462
The majority of offers seem to be the same pricing as for new customers signing up via the VM website, however the Biggest Combo bundle with Sports & Movies, Netflix Standard and M500 broadband worked out at £72.99 a month which is £6 a month less than the currently advertised VM website pricing, and the M125 fibre broadband worked out at £24.99 per month with no set up fee via Blue Light which is £1 a month less than the VM website pricing (new customers only).
