I have a V360 box feeding a Onkyo T NR 6100 AV amp. the sound level varies between channels and some times on the same channel between films sound level drops. On some occasions when I go to a channel and select the view from start the volume is lower than when watching live. I have selected PCM 5.1 in audio output settings as had sound problem when follow content selected this switch changed levels slightly but still get variation in sound

Many thanks I routed audio via optic and it improved considerably no perfect but a lot better

Yes I have a Onkyo AVV amp TX-6100 I have checked my settings on this and there are as they should be

Nothing to do with VM TV as I don't use it, but I find this on all TV and streaming broadcasts. It is really annoying to have to adjust the volume but I don't honestly believe this is particular to VM.

As mentioned this isn't anything to do with the 360 box but the channels themselves and what format of audio they are outputting.
Some amps can level out the sound on adverts, but that's usually when it's on the same channel. Changing channel means the amp will see the new audio output and not know the sound level of it.
You'd probably notice it mainly when switching from a channel that's outputting a mono audio source and then switching to Dolby digital

Had the same difficulty with my AV amp Onkyo. Had to route audio via Optical audio cable input rather than hdmi carrying sound. Much more stable.

If you want Dolby Atmos from the 360 you will need it connected by HDMI cable and the 360 set to follow content.
