Parental controls not changing

hi I have had virgin media for a month and the parental controls are not on. I have tried to put them on using the online security section but it just gives an error to try again later. I have children so I really needs these to be set to on. I've reset the router and followed all the instructions on the app but it still shows the error message to try again later.
