Child Safe

Hello. I’ve just realised the child safe settings that I previously had set are not working. 
My 13yr old son is able to access everything on the internet! 
I have Child Safe on, no timers, plus I had a list of blocked sites which have been deleted. 
Can someone get back to me pls?

set the device to use 1.1.1.3 and 1.0.0.3 in DNS settings
