As a previous user of Virgin, on return will my original Virgin cable supply be used rather than Outreach

Openreach operates their own network entirely independently of Virgin Media.

If you return to the same property - then yes.  They will know you had a previous working connection and so would send you the "Quickstart" pack.

Hey ChrisJK1, thank you for reaching out and to answer your question if your property has a NTL World or Virgin Media socket you can just get a Quickstart sent out.

If not an engineer will be needed to install one.
