Unexpected Paint Marking at end of Driveway.

I awoke this morning to find this strange marking at the end of our driveway, along a part of the Service Strip that was dug up and poorly re-laid only a few years ago by VM cable installation contractors. Is this a VM marking and if so, what does it mean?

That means there is a blockage there, they will need to dig up that square and fix the duct

Oh marvellous! They absolutely trashed the surface last time they did groundworks, including an area I had gotten properly resurfaced as car hard-standing. I think I'll powerwash my driveway tomorrow ... 😉
