I reported this leak coming up through the pavement around six months ago. It was especially bad during the cold weather and really dangerous. You sent someone out who did nothing about it and said they would report it to the civils team. Again nothing was done about it. I've had it rodded and is now cleared of debris and completely fixed, who do I send the bill too?

It would be better to find out where in water ingress is coming from? I would have though the Water company might have taken an interest, or the local Council. A claim is in the making if anyone slipped and fell when that ice's over?

The water is ground water, it was tested by united utilities. The council/united utilities/Virgin media all blamed each other but it turns out it was blocked VM underground trunking. As long as it's cleared / passing by and on not coming up near my property or on the footpath i'm not really bothered, that is going to be really tricky to find and not my problem.

Unless VM gave you a written order you'll be very lucky to get a penny from them.
