I was hoping to tidy these cables up. Feels like there are too many. Can the coaxial / virgin service connection connect straight into my Tivo box? ie does it also need to go into the wifi box?

Yes you do. Took me a few minutes to trace them all. I presume the TV box is in another room fed by the black cable on the right and the Ethernet connection also goes to it.

TV box and the VM hub both require a coax connection. You just happen to have some long cable lengths.
You could get yourself some sort of cable management to tidy up the arrangement a bit

There are loads of other options for tidying cables. I often use cable sleeves to tidy up cables

The above are just examples. Search online and you'll find lots of different choices/prices.

Both need to be connected, as they both work on different radio frequencies in the coax. The hub uses one set of frequencies for internet. The TV box only has TV tuners that access the other frequencies used to receive the live TV channels.

I have both good and bad news. One day you'll be migrated to VM's FTTP and all coaxial cables and TV boxes will be removed. The bad news is that the replacement for the TV box, the Stream box, sucks in comparison.
