Connected 1 week ago but never work and been sent a bill for £72+

I have had 2 engineers out to connect and solve the issue. We aren't getting any Internet for weeks. This was supposed to be a simple house move and it has been a nightmare. 

 

New we have a bill for £72.29 and I received a phone call to explain that I was actually miss sold "Home work" add on. But it is still on the bill. 

 

I don't know how I can be charged for a service I haven't received and better still, I'm paying far beyond what my old address cost. How does that make sense?! 

 

I'm ready to cancel and be done.

They cannot charge you until the service is actually connected.
