I am trying to use Skype to talk to my family in the US but every time I type the address in I get "The Request is Blocked."
I have turned the firewall off on my router and unticked both items in the Essential Security page of my account, so I don't know what more I can do.
I also discovered that I can't connect my desktop PC to my Microsoft profile for probably the same reason.
How do I unblock Microsoft products from my Internet
Why are they blocked in the first place?

Where does it say "The request is blocked"? Are you trying to add a contact in Skype? Or are you trying to download and install Skype?
Do you have any third party antivirus installed? Some people may consider Microsoft products to be spyware/adware.

Also I'd reccommend turning your firewall back ON.

I am a daily user of Skype on Windows Desktop and Skype on Android. Provided the Parental Controls (was Child Safe) are disabled in the Virgin Media online a/c Skype works very reliably via Virgin Media.
Using the Skype app on your mobile phone see if the "The Request is Blocked." issue persists with Wi-Fi disabled and using mobile data, if it does the problem is not related to use of the VM home internet connection.
