Loosing the will to live - packet loss / t3 timeouts

There is something intermittent in your connection.

The downstream levels change, and there are always very high levels of noise on the lower frequency channels.  If the cables have all been replaced then the fault has to be further back, probably in the street cabinet.

This is going to need more attention, from a technician who is qualified to work in that area.
