GIG1 package with HUB5 in modem mode TP-LINK AX11000

Hi I have the GIG1 package with a HUB 5 in modem mode running a TP-LINK AX11000 router when connected via ethernet CAT6 I don't get a gig a second speed its varies from 200 mbps to 600mbps.

QOS - is disabled on router

Any ideas?

Have you confirmed you are getting full speed to the HUB, when in router mode?
