Friends landline out of order .

Hello

Hopefully someone can help me.  My disabled friend's landline has been out of order for some time. He really relies on it for medical needs etc so need sorting quickly please. He has no mobile or internet he can use so he's really stuck.  He's tried a different phone in the socket but there is no dial tone and it does not ring when I call the number.

He'll appreciate any help.
