How do you know the account has been hacked? Would you be able to follow the advice shown here, this is all the checks that you can do. Are you able to access your email account?

I have been told by people on my address list that they are receiving dodgy e-mails from me.

I have tried following the advice and got no where.

When I try to change my password I am asked for an answer to my security question which I am told is incorrect.

Yes I can still access my email account.
