Email forbidden…AGAIN!!!

Previously spoken to David and Paul, both of whom were great in getting my email back and running…only for it to keep locking me out every three months or so.

WHY IS THIS? Why does this keep happening? 
Hope someone can help me get it back again. I have a payment I am making with a solicitor that has taken years and it’s going through this week…only for me to not be able to get their emails. 
I've tried changing my password in my account settings. I don’t want to have to use another "safety" backup email as I've run out of ones because this has happened a few times before. I just want my email to open and not say "unavailable" or "forbidden".
