Can email addresses be reactivated.

Dear Sir/Madam

when I moved the area I went to did not have virginmedia so I had to change provider. However I have been asked to provide evidence of ownership of my old ntlworld.com email address to try and recover my steam account. 

is this something that can be done or can an email be sent confirming I had that email address and when it was closed to see if that would work.

Any help would be appreciated.
