WiFi hotspots

My children go to secondary school in a village with very little signal (phone or Internet). My daughter passed out about a mile from school the other day and struggled to contact me - which is concerning. All providers seem to have bad signal from speaking to others so I don't think changing providers would help. I've just downloaded the Connect App to see if that helps my signal when I'm over there, but can my daughter also use hotspots (assuming there are some near her school). It seems to need my account to log in to the app. Thanks.
