Possibly a mistake or more likely when Virgin were rolling out the service in your building the previous owners refused to allow the property to be connected.
Give VM a call and discuss the situation, hopefully you'll be connected to an adviser with half a brain, but those are in short supply seemingly, I hope you get it sorted.
