The equipment is usually pre-activated, however there have been issues with VM's broadband and TV systems today (although they appear to be resolved now) which may have prevented the activation completing.
Hopefully a reboot of both the hub and 360 box will now get you up and running, if not try calling 0800 953 9500 to activate the hub and set top box. Have your account and area number handy, and the hub and 360 serial numbers.
