Power cut landline "user busy" no dial tone

Following a local power cut (x2) our landline was left in "user busy" mode thus no dial tone. We were not using the 'phone at the time. This has happened before when the landline has been affected by outside agencies. Reporting this to support is time consuming and ultimately pointless. What usually happens is they book an engineer's visit which prompts the engineers to actually fix the problem reactively so the the visit is then cancelled. Does anyone have a free number to call to report this fault which is recurring and speak/complain to a human in the UK?
