Throttling

Been trying to download a new Linux Distro via Torrent, and have noticed that it starts around 8-9 MiB/s, but after approx 20 Secs it drops to around 150KiB/s.  I tried several different download points but all the same.  If I connect via a VPN I get a steady 10-11 MiB/s all the time.  Is Virgin Media throttling torrent downloads now, as this has only started recently.

    I've not noticed this with torrents.

    We usually download linux ISOs directly with Free Download Manager, speed is not an issue.
