My area has been downgraded from 1gig to 350mbps??

My contract is up soon and here I was thinking that my RFOG line might get upgraded to real Full Fibre some day and instead VM have downgraded my max available speed to 350mbps? Has anyone else seen this? Hopeless VM chat person said my area is under maintenance??
