Connection problem - cable from cabinet to house

So my net has been slow for 2+ months now, I'm on 1 Gbps connection and I'm only getting 200 Mbps.

An engineer came and could find no fault, and then a second engineeer came Monday, he did a lot of checks and confirmed the cable from the cabinet to the house was a problem and it needs replacing.   He could not do it and said it would need to be done by another engineer at a later date, he didn't know when, and he said it could be a month from now etc.
I'm really trying to get this fixed.   Not happy that I am paying for 1Gbps and now since August I've only been getting aprox 200 Mbps download.    
This is not fair and I just want a date that I know this will be resolved.

    Repulls are done by several third party contractors. Communication between them & VM can be patchy to say the least

      I agree with nodrogd.. I had to have a repull.. first of all they turned up early unannounced, did a repull with the wrong cable, and then did not sheild it properly in the garden, this lead to more internet issues after I had to wait two further days for it to be connected by an engineer who just connected and did no checks.. I then found out it was the wrong type of cable because the crew 'did not have the correct cable' they were told to just do it which the engineer who came to solve my continuing issues found out and had to order a second repull. This was done properly under supervision of a manager (which was also funny because they accidentily drilled through the cable they had repulled a few days earlie!!!), however, the guys doing the repull put the connectors on incorrectly and caused massive noise which require another engineer to come out and rectify that.. however it the long term it didn't fix my issue because it was a cabinet issue. All this took over 18months to sort out in the end.. sometimes you get brilliant helpful staff other times you get cowboys or unskilled..

    Maybe give VM a week to resolve and if not fixed by then I will try to painfully, dying a death try to contact their customer services again, because I  know I will end up talking to India, and they won't have a clue what I'm asking and have no visibility on the work I'm waiting on.
