Can anyone help or explain
I am hardwired into the router, 1 pc and 1 laptop, but why is my upload speed so bad on device, but router shows what it should be.
I am lost for any other ideas or solutions
Any help would be great.

Uninstall the PC's network adapter driver and reboot, Windows will reinstall. See if this helps.

https://interprefy.speedtestcustom.com/This is presumably the desktop. Please post what you get on the laptop too. What type of cable are you using? Is it the same one for both devices? Do you use a VPN on either device?
Using standard Cat6 for both, and no VPN

Try another cable.
Also try the devices in safe mode with networking.
