If you are not a VM customer, VM will not normally send out a tech for this sort of task unless it is a H&S risk.
The boxes usually fit together by hooking the lid of the box over the top of the back plate then securing the lid at the bottom with a screw or cable tie.
If the box is actually broken, you can buy alternatives online on eBay or look for the 1STec range. You could also use a general waterproof electrical box from an electrical wholesaler or DIY shop.

The final solution.... if it isn't dealt with to your satisfaction in a reasonable timeframe is...
... cut/rip it all out yourself and dispose appropriately. It is entirely safe to do so - the only potential issue is it may disrupt some connections of your neighbours if they use VM. Adding cable terminators would help prevent that but ultimately then that would be for them and VM to resolve
