port 7764

hello everyone, i am having issues with trying to use port 7764 as its reporting as closed when i check, i have opened the port inside windows firewall and forwarded it in my hub 5x settings using both tcp and udp protocols, i am using the port for an internet music stream that i use to stream music online however the encoder fails constantly due to the port being blocked, any assistance will be greatly appreciated, thankyou
