Not eligible to join?

I’m currently trying to join virgin. I live in a close and it appears all the other house are eligible to join but 3 of us aren’t. Why would this be? Thankyou. There is 1 connection plate at bottom of a shared drive so my neighbour seems to be eligible to join but not us ? Thanks
