Connections available to one address in the postcode

One of the houses on the street has the option for a connection. However, others don't. I was wondering if someone from the VM team could help me understand if this is purposeful or if there are plans in the works to add more properties as it seems odd for only one house to have the option of connection. As Openreach only offer FTTC in this area it would be ideal to have a VM connection. Thanks!
