Tripping hazard cable on path

I need to report a cable that has been left as a tripping hazard.

First of all I'm not sure if this is a Virgin Media cable, but if it is how do I get it buried safely or rerouted?

I can't believe this is how the engineer left it in the first place, I can't seem to attach photos but advice is greatly appreciated.
