Sorry to hear of the issues experienced setting up E billing for your mothers account, we understand the frustration and you raising this via the forums.
This facility can only be requested by the account holder, we aren't able to action this request via a third party. Can you try the following which requires an active My VM account.
• Click on the Settings tile.
• Click on Account Details.
• Scroll to Communication Preference and click Edit.
• Select "eBills, email, text" from the dropdown menu.
• Click Update.
