Scam Email?

I've recevied an email with the subject heading: Total change to your June bill

I started to view it but it looks like a scam and the quality is poor, on top of which I don't knw why my bill should change. Could someone confirm the situation, please.

    That does seem like a spam mail received as the checks I've done seem to indicate as well.
