This is terrible, but doesn't suprise me.
I'd just cut the cable, your neighbour will soon get a response from Virmin Media.

ive a complaint number but nothing is being done about it!

Speak to the neighbour and tell them it must be removed within 14 days or you will remove it yourself.
Virgin Media will respond much quicker to their customer who faces losing their service.

- They’ve drilled holes into the brickwork, so I expect Virgin to come out and fix it!.. it’s easy to remove the wire but I’ll then have to repair everything myself

Seek advice from Citizens Advice or a Solicitor. I suspect the installers took the shortest route? Photos would be helpful as well for comment.
