Cooling off period

Hi,

Can anyone explain why this is happening?

I started my contract on 27/02 (1-month rolling).
Today, 13/03, I contacted Virgin Media to cancel it. They told me I need to give 30 days' notice, so the earliest I can cancel is 12/04.

Wasn't I still within the cooling-off period?

Also, I'm a bit confused about the "final/first" bill.

My 1-month contract (50 Mbps) was £48.
The "My Bills" page shows:

    One-off costs: £80.00
    Partial month charges: £75.20

Why the £75.20? Is that for the month and a half until the 12th?
