Wifi in 12 apartments

Good afternoon,

I am a property manager at a 3 floor 12 apartment block.

we have a wifi box downstairs but people on the second and third floor struggle to connect, does anyone know what other options i have to improve this or do we need a stronger box?

    Adding more Wireless Access Points or Wi-Fi Repeaters or a Wi-Fi Mesh 
    is the way to extend the area of good Wi-Fi coverage.

    Powerline Extenders are possible, but only if your MDU is on single phase mains power
    which is unlikely. Given there are 12 units I'd expect 3 Phase mains power.

      6. Optimize Router Placement: Ensure that the main router is placed in a central location, free from obstructions, and elevated to maximize signal distribution.

    Two Access Points on the second and third floor by wire to the hub

    Hub in modem mode with a better router doing subnets VLAN isolation one per apartment with three Access Points one per floor and SSID per apartment with good password.  

    but thats if everyone is help with just wifi and not Ethernet
