Scheduled appointment txt but no show

Prior to my scheduled appointment for TV box fault had couple of texts stating "Our engineer is due today between 12PM & 4PM. Someone aged 18+ must be home or you will be charged"  No one rung my door bell as I sat next to it all day and now I am potentially liable for £25 charge just like that. Does the VM forum REP know officially are VM engineers meant to ring the door bell before marking the case as customer not at home, or does one phone call also class as home visit if it does why does the customer communication not reflect that I wonder?

I would appreciate if someone would please clear this up for me so that I know if this is the case of one bad engineer letting few people down or a complete process failure letting most customers down.
