A few years ago Virgin installed cabling in our estate. In the areas where this work was done the road is starting to cave in. I went on-line to complain, but was unable to find the correct way of doing so, as I was not a Virgin customer and also there wasn’t a facility to make this type of complaint.
Can you please advise?

VM know its probably going to be impossible of proving it's them due to the amount of time gone by since they carried out the work. Natural slippage etc, weather and rain could all be blamed.
As client62 said, if its a public road, contact the local authority as they can chat via their own channels to VM over it.

Report this via your local authority's website as a pot hole / road surface issue with a photo of the offending sinkage.
We had similar near us ( not VM related ) sending a convincing photo had it fixed within 10 days.
