I'm having exactly the same problem with my ntlworld accounts, and using Windows Live Mail 2012
Server: 'pop.ntlworld.com'
Windows Live Mail Error ID: 0x800CCC0F
Protocol: POP3
Port: 995
Secure(SSL): Yes
Looks like were not alone with this problem

Sorry to hear of the issues with the NTL World E-Mail accounts.
Can you please confirm if the issues experienced on the third party client are also apparent when using our webmail platform, or are all functions working as expected?
