I'm getting the following bounce backs from Microsoft and they're stating my IP is blocked as Virgin IP block is banned my Microsoft.

I'd need to know more about your mail setup here.
Your home IP address should not be communicating directly withhost live-com.olc.protection.outlook.com[52.101.68.33]
This is a host that receives email on port 25 from a Mail Transport agent run by your email provider. I run my own email server on a Virtual Private Server, so I am quite clued up on this.
I'm guessing, based on the error message, that you are not sending from a Virgin Media email address, but rather from your own domain, have you checked that you are following your hosting providers email set up instructions carefully. I'm assuming that you are not running an email server on your home IP - if you are, then this is a bad idea.
