Cannot send emails to Hotmail addresses

Good morning.

Recently, when I try to send an email to people with Hotmail addresses, I receive back the following error message:

There was an error while attempting to deliver your message with [Subject: "xxxxxx?"] to @hotmail.com It has been in queue too long, and will not attempt delivery again. The Destination MTA: "52.101.10.0" reported the following reason for not accepting your message: "451 4.7.650 The mail server [92.204.71.230] has been temporarily rate limited due to IP reputation. For e-mail delivery information, see https://postmaster.live.com (S775) [Name=Protocol Filter Agent][AGT=PFA][MxId=11BB16660512E7F5] [BN2PEPF000044A2.namprd02.prod.outlook.com 2025-05-06T01:00:18.868Z 08DD8B3303D1FF99]\r\n"

(Note that I have blanked out the recipient address and subject line from the above text.)

This only happens with Hotmail recipients. Other emails seem to be going through OK. I have tried it with different email clients, with the same result.

    I'm glad to hear that 123Reg have accepted that it's their problem. Well done for that.

    It's just emails coming through the 123Reg mail server that will be having this problems so you should not have any issue  with emails sent from your Gmail account.  

    However there may be other email services that also see the 123Reg mail server as suspicious in the same way that Hotmail does, So it may be that some of your contacts are finding your private domain emails appearing in their spam folder or possibly rejected in the same way that Hotmail has been doing.

    I certainly hope the problem gets fixed soon.

    That's saying that Hotmail have put a limit on the number of emails sent from the email server with that IP address. So it's the email service provider that is being blocked not the IP address of your home network.

    Are you sending from a VM email address (So ntlworld.com, Blueyonder.co.uk , Virgin.net or Virginmedia.com)? 

    The reason I ask is that I don't recognise that  server IP address as one used by VM and the server itself appears to be located in France.

    No, I am not sending from a VM address. I an sending from an address that uses my company's own domain name. And the outgoing messages are not going through a VM server. They are going through the SMTP server provided by 123Reg, which is the company that hosts our domain and website. (In other words, the outgoing server is NOT smtp.virginmedia.com.)

    Does that help at all?

    I contacted 123Reg about this, but they said I should contact my Internet service provide, which I take to mean Virgin Media.

      Thanks for that information and to be honest it is what I expected.

      You did the right thing to contact them but sadly you were fobbed off by 123Reg. 

      The error message clearly identifies  "mail server [92.204.71.230]" as being the problem. That server belongs to  Host Europe and one of the many hosting companies that they own is 123Reg.

      If that server is still being rate limited it does not matter which ISP provider you use to send the message it will still get that same response from Hotmail.  It's the 123Reg's mail server that's the problem not the ISP and they (123Reg) need to take action to avoid their server being used (or being identified) as a sender of spam emails.. 

      If you are still seeing that problem you need to go back to 123Reg with that error message and insist it's their problem not your ISP's.

  • Well, I have now been back to 123Reg, and they admit that it is their problem. They say that their engineers are working on it, but it's not yet clear if they have solved it. At least they agree the ball is in their court.

    I assume that if I send messages via a webmail system such as Gmail, they won't be affected by this issue, as they don't go through the 123Reg server.?

    So many thanks for your helpful advice. You certainly deserve the soubriquet "Very Insightful Person".

  • Thanks again, Coenoby, for all your valuable advice. Much appreciated. I take your point about other email services treating 123Reg as suspicious. I will probably start thinking in terms of moving away from 123Reg in the medium term.
