There could be any number of technical reasons, but before looking at those has the building landlord or agent given permission for the necessary work to run in the cables?

VM will need this in writing.

Based on a lot of similar past topics on here, I would guess that it is a simple case of economics for VM.

Installations in flats require wayleave from the freeholder and the interest of multiple leaseholders. Eight flats is a relatively small number as far as VM is concerned.

As VM expands its new fibre network to your area there may be more chance of getting a connection but I would guess VM will always prioritise the easy wins first such as cabling a row of houses on a street rather than having to work in and around a building containing flats.

If it is a legacy cable area, which it sounds like it is, then it has to be wired internally. It also involves the building owner/builder/maintenance company parting with money to either initially install it, or retrofit the correct standard cabling & connections to every flat. Most councils will not permit external cabling on communal properties now, so even if you were ground or first floor (the only levels VM will wire externally due to Health & Safety) you probably can't get it.

Speaking of Health & Safety, with MDU's there is also the possibility that a request to service the property will fail due to the property containing asbestos.   Asbestos was widely used between the 1950's and 1970's and remains in many UK buildings built before 2000.
