How do I get a hub 5. Despite being on 1gb and Volt, I am still on Hub 4

The HUB 4 technically supports Gig1, so unless your contract specifically states you'll get a HUB 5 you may not be offered one.
1Gb is 940Mb regardless if VM give you more by a faster port
