Similar result on an EE/Openreach connection, so this is not a VM issue. 

Isn't it explained by the firewall.uk.eu ? 

I see the same ping failure via our VM connection.

It's a Russian site blocked by a UK/EU firewall. 

Using an online ping test the site responded & appears to be in Poland.

The site doesn't look like Polish. Google Translate says it's in Russian.

Either way, if the OP wants to bypass the firewall they will have to use the VPN.
