Inconsistent speeds and bad connection

Getting bad and inconsistent UPLOAD speeds in my area (gateshead)  2.5 to 40 mbps on 600mbps,
causing timeouts etc. Hop 4 ALWAYS fails, sometimes things are fine but evenings its unbearable.

I cant get use the online status tool to check connection, I tried it a month or 2 ago and got a message saying my  wifi hub needs replacing,

i clicked the order a wifi hub  button and went through the process, they sent out the exact same model of superhub 3, i installed it and it worked went to service status again and guess what.

so now i have a bad connection and no way to see if its an area problem or any status of it.

    Don't worry about timeouts in traceroutes, that alone is not a sign of a problem and just means the server is set not to respond to ping requests. My own traceroute to that IP is very similar:
