You'd need to complain to your local authority's highways department. They are the ones who approve these poles. But you'd need a better case than "I don't like it there".

I'll try the council but I do not give out much of hope of them responding quickly once I can find the right dept as seems to switch between Roads and Digital connectivity. No notice given, existing channels put underground by current provider should be used in this case, no need for pole.

Realistically you will have little influence on this. If the LA has given permission for the pole, you will have to accept it unless you can find an overwhelming reason to change their minds.
