Exposed external wiring

Someone has removed my outside external cable entry cover and attempted to cut my cables (succeeding on the now redundant phone line and only halfway through the bigger broadband cable).

Everything appears to work still but I need to protect the cables again we have currently covered the exposed wires with waterproof tape but obviously need a longer term solution.
