Damaged Manhole Cover

Hi, there is a broken manhole cover on the road outside our house. I have reported this via the virgin media website and to the local council several times, but it has not been fixed. The local council have informed me that it is virgin media's responsibility. The concrete surrounding the cover is broken and the cover is loose causing a loud noise every time a vehicle drives over it. This is massively impacting our mental health as we have to listen to it all day and all night. My partner, who is currently pregnant, also tripped on the broken concrete last week while crossing the road. Picture of cover below. Please can you sent people out to fix this as soon as possible?
