Didn't Get Unlimited O2 SIM

I tried add an O2 Unlimited Sim to my account.  Virgin then changed my account to Volt Gig1 Fibre Broadband with O2.  I requested transfer of giffgaff sim phone to O2.  The problem is that I never received O2 Unlimited Sim, and Your Package shows: "We’ve noticed you’ve left your O2 contract."   I think O2 Sim is needed to complete sign-up.  I have spent hours on both the Virgin Media & O2 helplines with no luck.  Virgin transfers me to O2 help because the Sim is O2, O2 wants to know what mobile number  Virgin has issued to me?, Virgin Has issued neither number nor O2 Unlimited Sim.  Last suggestion from O2 was that I call Virgin again.  My package's Main services are: Broadband Installation, Unlimited O2 SIM, Volt Gig1 Fibre Broadband.  I don't know why fixing this is so difficult?

Hope somebody can help?

    We are only able to sell sim cards sorry, we cannot do anything else with sim cards sorry as we cannot access the systems needs.
