Charging more than agreed

I had an email with pre contract information through two days ago after getting an offer of £28 for 250mb. However when I've logged in, they're charging £31?!? It was so annoying getting the offer to begin with and I'm honestly just baffled. Feel like they're defrauding me lol. I literally have documentation of the £28, what is this AUDACITY?

    It's the way they work, hoping you will just accept it. 

    You have 14 days to cancel the contract without any charges. Make sure you tell them why.

    We're sorry to hear you've had issues with a change in the cost after accepting a deal. This is something we can certainly check for you but in order to do that I'll need to confirm some information with you to pass security.
