Are calls from [REMOVED] legit

Received a call from this number informing me my contract was about to end. The man proceeded to ask security questions. I refused since he didn't need them to make me an offer. He refused to make an offer without security questions. So I put the phone down. I called back and the voice mail (which is full) did not identified itself as Virgin Media.

1. Is the phone number legit?

2. Has there been a data breach since my contract is about to end indeed?
