When I last looked at this one for a backup solution, the "SIM Based" routers that did allow IP passthrough still allocated a CGNAT IP address? Some of these routers don't have the passthrough either?
Either way, VM should just implement 5X modem mode, or put in a standard ONT like 99% of fibre suppliers.
As an aside, I don't understand any of your diagram, but it does look impressive ! 😉

Yes SIM Based routers use CGNAT and you get a 10. IP but their was a time where CGNAT give you your shared WAN IP to device but they stopped that likely because 10. and a shared WAN IP made not much difference. But with VM they can pass the WAN IP through because as of yet VM are not doing (that we know of) shared WAN IP or CGNAT.
I'm not too sure if Docsis router and the way it works add ARP protection that the hub 5x connects to the fibre router with either the same or no ARP protection which might be why VM don't want to do modem mode where as IP Passthrough does this protection on VM network or VM could do DAI on the hub.
the only down side to IP Passthrough is it be a fixed MAC meaning you can't change your IP like in modem mode
